This design is a button guard for the Litter-Robot 3. It is very easy to accidentally press the "empty all litter" button rather than manually cycling the machine so this covers it, making it impossible to press with a finger. Instead, you press the button underneath through the small hole in the guard with a pencil or similar stylus.
